sounds like you're dealing with a metric bolt/nut. I think the standard 7/16th nut is threaded to go on a 1/4-20 threaded bolt.

Based on the serial numbers (and lack thereof) I'd guess that this set was pieced together. It could have been done by a dealer and sold all together...

Yes the nuts were/are custom made for this application. You use the same size wrench on both but the lower one is tapped out with a bigger hole.
