Having trouble finding replacement lugs, unless I buy one at a time... any suggestions?

Depends on which lugs you need but there are usually plenty of Ludwig lugs listed on ebay and usually in lots of 6 or 8 at a time.

Sometimes it can be cheaper to buy a complete drum that is damaged in some way, or otherwise not particularly desireable (such as marching drums), to get the parts you need than it is to buy the individual parts.
