60's Ludwig Snare Stand
The slice in the tube allows for the squeeze of the clamp to hold tight from up and down movement. The tiny hole is where a tiny screw with an allen key that goes inside to hold the head on and stop twist movement.
That`s what it does on mine.

The screw is headless and hollow and the allen key goes inside to tighten or loosen it.

They`re called grub screws and look like this. yours would be like the tiny one.

I think longjohn is trying to get you to find out what part of the stand is slipping to allow it to rotate.
If it's the rod in your photos, then the sleeve needs to grip it more tightly. Is the screw tightened all the way in? If so, then the shim is the next thing to try.
Be aware that lubricating clamp screws actually allows them to hold more tightly. If yours is dried out, it might not be able to tighten enough to clamp the post in place.

There are these holes as wellAm I missing a part that connects to these holes?
Are these two holes empty?
There should be two drift pins perpendicular to each other, and I bet you they've gone AWOL. The basket gets wiggled and shimmied back and forth and the pins eventually pinch enough to fall out. I've got 3 or 4 stands with just this problem in my basement.
So am I supposed to cut a slit in the inner tube or buy a screw for this hole?
I think you should take it to the local music store for their advice..
