With those tom l arms facing down I'd call it a "fail" waiting to happen.

The lug distance from the hoop on the small tom is shorter than on the other two toms plus it does not have rerings suggesting it was an orphan rebuilt in an attempt to match the others. The painted interiors would also suggest they were all refinished to match each other. Manufacturers would rarely paint the interiors the same as the exteriors. My two cents.
