Yes it would be the same cymbal mount but the hole spacing might not look the same. Anyway the easy way to tell is try mounting the cymbal mount on the other side and see if everything fits alright.

I had a late fifties WFL kit that had the same cymbal set up. Interestingly enough, it did not have tom hardware on the bass drum.

Don't know if it helps at all, but my Jan 1960 stamped 22" bass drum has no cymbal mounts at all.
