more questions....
on my ludwig 1964 blue oyster drums the hardware appears to be nickel. Is this common? was it an option you requested when you bought a set?

More common than not, early 60's. Chrome was the option; nickel standard.
I, & others, prefer the depth and luster of polished nickel. Buy some Cape Cod clothes & polish away,

My old Ludwig big beat kit has nickel hardware and I have never tried the cape Cod cloths.
Where could I look for some locally?

nickel was last shown in the 64 Ludwig catalog. it did linger on a few years after though. it is not shown in the 67 catalog.
