I've been waiting for someone to tell you that you can't add lugs to the smaller concert shells unless you decide to stagger the lugs. On concert toms, Ludwig would set the lugs down a little lower on the shell than they would for drums with a working reso side. If you try to place the new bottom lugs at the same distance from the bearing edge as the top lugs, the backs of the lugs will touch. It looks terrible. The only solution is to stagger the lugs on the smaller shells, and at that point, you're ruining the drums value completely. So why bother?Play them as they are. Tune the drums in intervals of forths going from low to high. Those small concert toms will sing for you in the high-mid to high tuning ranges. It's what they were made for.
