This just popped up for sale on a local Buy/Sell FB group. He had them listed as Rogers because they have Rogers FT mounts. Obviously they are aftermarket but these ugs are a new one to me.

Possibly Zickos. It's been a while and I don't remember exactly what their lugs looked like but that was the first thing that popped into my head. I'm sure someone else will be able to confirm (or deny).

That's what I thought too, but they don't match the Zickos kits I looked at online.

They look like Premier lugs to me, but I don't know Zickos that well...

Yes Premier... should be a Mfg/Part number, on the lower inside of the lug.

Did Premier make acrylic drums? I guess pretty much every drum company made at least a stab at making some plastic drums when they were all the rage. Or possibly someone's home made set?

I guess they made a few, I don't think this is one of them though. My guess is it's a home made custom job.

If I not mistaken similar acrylic Premier was shown year and a half ago in 'non-USA' theme.
