Yes, the catalog shows a 14" floor tom, and the buyer probably wanted a 16", so the dealer ordered it that way.
The layout on top of the bass is the indicator of what model setup it is in most cases.
Many times the buyer would want a specific layout, but was interested in different sizes and had the kit ordered that way. The sizes shown in the catalog for the various kits were the 'suggested' sizes, but it was always up to the buyer. For example, the Londoner outfit was shown as a 20-12-13-16 in 1967, but there are plenty of them around in 22-12-13-16 because the buyer did not want a 20" bass. I have one like that. The layout is the link to the model name, not so much the sizes.
Going earlier, there were a number of layouts shown in the early 60's with 22" basses, but many of them are now found with a 20" bass. Many buyers wanted the smaller bass back then because the music scene was very different.
