I think so because the 70`s damper only has two holes.

There is an extra hole for the tone control. Throw and butt point to 1960s. Not much else to go on to narrow it down. Any markings on the interior, like an inspector's mark?

Gretsch drums with serial numbers,
Ludwig Keystone and B/O badge drums with serial numbers and date stamps,
Ludwig Standards from 1968-73, and
Ludwigs with paper labels from 1971-72

Take a head off and look for the stamped date (ink) inside of shell.
