If you are taking about a floor tom it is because of Ringo Starr. He made this size popular. If you are taking mounted tom it is because John Bonham made this size popular. JHB also made the 12x15" mounted tom popular. Both Ludwig endorsers.
I doubt that it had anything to do with mathematics. My assumption is that there were far more kits sold with 16" floor toms than 14" floor toms this supply and demand. I have no facts to back that statement though. The popularity of Ringo and Bonham, as mentioned, also has an impact.

For me, I just like the way a 14" floor tom feels when I play it. I also think they look cool. I enjoy playing a 14" better than a 16". Non-drummers watching don't know the difference.

I totally agree with this.
I think the quality of its covetedness is the rarity. For example, Ludwig sold lots of configurations of 13/16/22, 12/13/16/22, 13/16/20, and 12/14/20, but when you break it down strictly to numbers, the 14" floor tom is among the rarest of the bunch. Couple that with the desirability of the 12/14/20 combo (because it IS the ideal drum setup--fact!), you find people scrambling for 14" toms to complete their setups.

For many drummers a 14" is easier to tune and get a pleasing sound out of. I like the fact the 14" sounds good tuned up or down, to my ear it has a wider tuning range where it sounds good than a 16" floor tom.
a 14 ,16 combo is alot easier to swing around on than a 16 ,18 I just never liked the 14's being 2 inches shorter hence i have always coveted a 16x14 rogers FT
