I don't know what they're called, but they are supposed to keep the tension rod from backing out.

Lug locks. They are to prevent the tension rod from loosening from hitting rimshots.

Cute idea which presumes a drum won't go out of tune as long as the tension rods don't move, but whack a head with rimshots all night, that head is going to need retuning before the next gig!
I play a Gretsch Catalina Jazz kit at church. We have it mic'd up inside an isolation booth. The kit sounds great, but the snare sounds like mud unless I hit rimshots. So, I smack rimshots right above a tension rod on every stroke. After having the rod back completely out of the drum and fall on the floor one time, I now tune the snare every Sunday morning. Most Sunday mornings when I get to the church and go through my routine check of the drums, that one tension rod can be finger tightened 2-3 whole turns. That being said, I think the lug locker is not a bad idea...just not totally necessary if you're mindful of the fact that rimshots can cause tension rods to back out.
