Rogers? No. Fibes? Probably.
You know the feet mounts look like fibes but weren't fibes clear
There is a Fibes section in the Drum Guide.

They had several types of shells, including clear acrylics.

I'm not being facitious. I'm placing my tongue within my cheek and adding a bit of humor to the response. As my good bud Kev has suggested ... read and read some more. You have a pretty cool bass there. It's worth the dig.
Those are Fibes Lugs alright.They made not only fiberglass,but acrylic,and wood shelled drums also.Those lugs are pretty distinct,although hardware varied over the years.Buddy loved his Fibes snare,but was not all that happy with the rest of the set.

I believe it takes the straight post with a pin through the pipe with a spring on top. You would push it in and twist and the spring holds it in place

Your bass drum is a Fibes with inside of shell being black most likey Fiberglass shell.This would date from 1969-1975..A better photo of the inside on the shell would help to date it better.Your bass drum has the wrong tom mount looks to be a Tama mount.In your last photo the T-rods and claws on the left side of the drum are Fibes,on the right side of drum the T-rod and claw is a 1972-75 Pearl...As far as the legs your are right those are the ones that you need best place to look is on Ebay you need legs made before 1975...As far as a cheap price your looks to spend from 50.00-75.00 just for the legs..Yes they are hard to fine...Mikey
