What is this part called? Dean missing even more parts!

In the middle of a set rehab and yet I find I'm missing another part. Anyone know what this called? If I know I can post a near intelligent sounding post on wanted to buy. Is on what looks like a late 70s early 80s MIJ tom mount. Any info appreciated. Dean

Actually just looking for the part in the left picture. Pic on right is just to show its placement on the tom mount.
