It's a Kent snare drum. They usually had a really fragile tinfoil badge and it looks like yours got torn off. They are not very valuable and even when they were being made, they were considered a budget line of drums, But they are collectible and Kent fans call them "Poor man's Gretsch" because they used shells that were made by the same company that made Gretsch's shells (Jasper).
Your drum is tuned via a single tension system which means that when you turn the lug screw, it tightens BOTH ends of the drum, simultaneously. The single tension system were usually a sign of a less-deluxe kind of drum. They were built better than a toy, but not quite good enough to be the first choice of the working drummer.
