What is the history on vistalite dampeners? I notice theres a the typical Ludwig one screw dampener and then theres a three screw dampener. Is it possible to have a drumkit with both or were they consistent by these years?

Nobody knows about these?
Have you looked at Paolo Sburlati's book Ludwig Yesterday and Today? He tracks the changes in Vistalite tone controls. Rob Cook also documents changes in the tone controls in his The Ludwig Book.
Vistas started with tone controls with a large round knob and a single mount bolt located beneath the knob. Next came a version with three mount bolts below the knob and a reinforcing plate inside the shell. Last was a version with the three mount bolts and reinforcing plate above the knob. Some other Ludwig models had tone controls with a single mount bolt above the knob, but this version did not seem to be used on Vistas.
I have observed some overlap of different styles based upon serial numbers.

Have matching kits shown up with more than one style used?
I do not know if matching kits have shown up with different styles of tone controls.
I am guessing that your questions relate to a specific set that you own or are evaluating. What are the serial numbers on the kit in question? Is the only inconsistency between drums in the kit the tone control style?
Ya, I have a vista kit that has two different mufflers. A 14x14 mounted tom with a mount that has a total of 4 holes( serial# 1852xxx). Then I have an 16x18 that has the typical Ludwig tone muffler with a total of two holes, the lower hole being the attachment screw (1301xxx). But the real reason I want to know is theres two auctions on ebay right now for 9x13s. Each one with pros and cons. and each one with a different muffler. So I'm thinking of grabbing the tom that matches the floor tom muffler...
Based upon the serial numbers and the description of the tone controls, the two drums you own appear to be a few years apart. If you are replacing the 13 with the 14 in your setup, then I would try to match the floor tom. My understanding is that the switch to three holes and a reinforcing plate was due to some cracking issues when the non-mount hole (the one for the adjustment screw) was made larger so a nylon sleeve would fit in it. You might determine if the hole on the single mount hole tone control is of the smaller or larger variety.
