It looks to me like a Slingerland late 20's to mid 30's Universal model in black enamel.

Wasnt this drum being discussed on another forum? It was determined to be a lower line Gretsch from the 1930's, as it has Gretsch parts mostly and a thin shell with no rings. Cannot be a Slingerland in spite of the throw off being a Slingerland. Gretsch was known to use other manufacturers' throw-offs on their drums.
