Wow I can't believe almost 2 days and not a reply.

I'm leaning towards jasper shells

The tags do not have a city on them and the name Joseph is all spelled out.

Can't find serial number this low in guides or tags that match these.

Thinking late fifties

Still confused with the mount.

All hardware is COB other than the tall boy rims

Going to strip cheap wrap and would like to know what was offered for the year these where made.

Shells look to be 3 ply with re-rings

I wouldn't strip that wrap off of the drums just yet. Are you sure the wrap isn't original? It looks like steel gray ripple to me. The badges don't look like they have ever been removed either. I think the wrap is original. If you take it off you will destroy the originality and also lose some value in the drums. Hopefully others will chime in here.
