That looks like the handle bars of a fold up kids scooter.

Must be homemade, although Rogers did make a fixed, non-adjustable double tom mount for small concert toms, but the posts were at a right angle to each other:

Not Rogers, for sure. Made in a local machine shop no doubt, and nicely plated.

That would provide a very strange, nearly unusable, layout.
