The "tom solution" for that time frame was to use both toms on a single rail consolette or two consolettes on the bass drum. The Slingerland Set-O-Matic tom hardware entered the picture in about 1968. Many drummers had Rogers Swivomatic hardware installed on their bass drums and mounted toms of all brands starting in the late 1950's. Look at Charlie Watts, Ringo, and many others. If you're looking for period-correct drum set configuration with "mounted" toms not on the bass drum, youre between the eras of the pre World War Two rolling rack and the Rogers, Slingerland, and Ludwig floor stands that came into popularity in the late 60's--early 70's. At least that's how it was back in Chicago in the period that you reference.
I just checked out the Slingerland book by Rob Cook. He pictures the ratcheting double tom holder that came out in 1960. I have had this same holder on some of my drum sets. the tom holder is made up from the tubes and ratchet from the Slingerland snare drum stand with a plate welded to the top that has two "ears" to fit into the diamond plates of the toms. It could be used at the top of a floor stand even though I never saw it used that way.
