Yes it is... but for some reason the factory did that for a brief period during the 70's.. so it's not a rare case .. I've mainly seen it on FT's but also saw it on a soundking snare recently..

Did line workers earn enough to have three martini lunch breaks? Maybe a six pack of beer lunch break could result in a Friday afternoon batch of drums with oddly placed badges.
