I'm not sure what this is, but it measures 12x15 and looks like a Rogers shell. Please help.

Probably. When it was born. Looks like it suffered a lot. Taken captive by terrorists. Tortured. Gutted, then abandoned.

The police blotter might say beaten beyond recognition. Best guess is a 68 or later tenor drum, but could be from a larger "monster" set-up with large toms. Just to hard to say from the pictures.

Yes, strip that paint. Other than the very bad paint job, there is really nothing wrong with this shell. Ploughman already pointed out that this is obviously a concert tom (no bottom lug holes evident) and it's from the Big R era (stock factory Memriloc mount holes present with no evidence of any other mount). There's been no butchering or extra drilling done, so it's all original. Someone probably stripped off the lugs, hoops, and tension rods to sell as parts, as there's little demand for concert toms. I'll bet that there's nothing but bare wood under that paint.
