With just that one pic of the bottom, It's a crap shoot, I would have the seller take photos of both the top and bottom bearing edges, to answer that question for you!
If it's original, I am fairly confident that it would be 1 ply.

Yeah it looks to be one ply! awfully expensive for such a deep drum, have you played an 8x14" before?
i've never played an 8 x 14 one ply radio king. do the deeper drums usually sell for less than a 5" or 6 1/2" deep?

Really cool old drum. I'd be inclined to try it as a concert snare, myself.

Yes, less demand for them, and generally they are not as loud as a smaller size is, the 7" model is about as deep as you want to go! also look at it this way, how low or high do you sit on your kit, if you sit low, do or will you have a snare drum stand that will go that low with an 8" deep snare drum, and the price that this Rk is at could buy you almost any snare drum on the planet, a cob ludwig?
