I have two of the latter on my 32" bass drum... I'm thinking, if the first piece is interchangeable (meaning that the mounting holes line up) then I could use that as the basis of an old school style "rail" for mounting cowbells and such.
Plus it'd effectively eliminate the need to fill the holes left behind by the old carrier mounts.

PERFECT!!! That solves two problems at once! No need to fill those holes, and it'll let me custom build a vintage-style rail console out of some flat metal stock for cowbells and whatnot. :)

If he's got a 32" bass with TWO diamond-shaped parts on it, I'm guessing he has a concert bass drum with mounts to a swivel stand. There will be two diamond plates on the drum, 180° apart from one another. I don't think the screw spacing is the same from the concert mounts to any of the typical drum set tom mounts.

Correct, however this drum is 60's-era. Would they have made a different bracket? It looks to accept about a 1" tube. I'll measure it when I get a chance.

The mounts they used for the concert bass stand were the same as the classic double tom mount base.
My only thought about switching out the mounts is that the contouring to match the shell might put the slots for the clips 90-degrees out of the orientation that I need them to be.
In other words, once the clip mounts are on the bass drum (on either side), I'd need them to accept a rail from the top of the drum. Seeing as how the "top" of a bass would be considered the side of any other drum (since it's turned up on its side), that could pose a problem.
Still, a custom-made version of the clip mount would be pretty easy to come by.
Jon, if you are going to make a rack out of flat stock, are you going to have it chromed? If so, chroming two more smaller parts should not cost that much more, hence fabricating you own brackets as well should be a fairly straight-forward affair...no?

Yeah, I thought of that. If the clip mounts aren't oriented correctly, a custom piece would be pretty easy to fabricate. I know guys that work with metal, and have all the tools to cut, bend, shape, etc...
To be honest, the rail setups from the 30's and 40's that I've seen had three brackets: One on each side, and one in the center, on the "top" of the drum to support it.
