I saw this locally, I contacted the seller, asking about the hoops if they were RK, he said no, did all the RK snares came with inscribed RK on the top hoop. anyone know about this? or did some earlier models come like you see here

All the hardware is replaced, even the strainer.
In the mid 50's the engraved hoops went away. So no not all Rk's have engraved hoops. and as already answered the hoops, t-rods rim clips and strainer are not original to this drum or slingerland.
If these type of hoops are original to the drum, it is most likely a Student Model Radio King. Officially, the Student Models were supposed to have three ply shells but many left the factory with solid maple shells.
However, there were Radio King snare drums made without all of the Radio King parts (extended snare brackets). Some drummers like Buddy Rich (and even Gene Krupa) did not like the extended brackets, so one could order a Radio King snare with a simple "butt side" bracket and three point strainer with engraved double flanged hoops. These drums had a unique bottom hoop that were double flanged but had no screwed-on snare gates- just standard openings.

I have seen several photos of Gene Krupa playing a Radio King snare with the brackets removed, revealing the screw holes. Slingerland also made a Buddy Rich model in the 1940's that had 16 lugs and no extended brackets.
