A diagonal cut will shrink the ID of the ring the length of the miter joint. I suggest a half lap. If you have a 22" ring, cut it, it will be 21" and 15/16ths. If you cut it to 21 and 1/2", then half lap it back one inch on the top of one side, one inch on the bottom of the other side When you slide them over to join, you end up with 20 and 1/2" inside diameter and 1/4 inch space all the way around when slid over the 20" drum. I think !i yes, that`s right....I think.

Yes, you wont be carrying a load with it. There will be no spring back tension.
