The top hoop is magnetic, the snare side hoop is not. What does this mean?

Does anyone have a picture of the correct assembly for the internal muffler on this drum? Here is how it was when I took it off the drum... the larger washer seems out of place.

That means the top hoop is steel, the bottom hoop is brass. Not sure about the top one, but the bottom brass hoop seems to be original!

The washers on the muffler look alright to me, both go on the outside, the large one towards the shell....

So I'm assuming that the top hoop is not original then. Would it be worth it as far as value to try and get an original top hoop and a p-83 strainer?

I got most of what I needed. The drum is complete and fully functional. The strainer is a p-85 and the top hoop doesn't seem to be original. Someday I may try to pick up a COB hoop and p-83 to make it fully vintage. It sounds really nice! I'm definitely enjoying it. I'm going to play it with a band tomorrow and then I'll have a better idea of its performance.

So I have some further information on this snare! There are two extra holes drilled underneath the p-85 strainer on my drum and I couldn't figure out why they were there. The mystery has been solved! This drum is actually not a Jazz Festival, but a Super Classic. The shell is 5.5" deep instead of the 5" shell on the Jazz Festival. The extra holes would have been from someone changing the original p-87 throw off to the p-85 on it.
