After zooming in it looks like a pre-serial number, right? Guess that's where he's getting his date.

Badge and most of the drum does like a early 60's pre serial model. The finish on that added piece doesn't match the rest of the hardware. So, I would guess that it was simply added to the drum.

Ah, that hadn't occurred to me. I wonder if it was an after-market add on or if there were already holes on the drum that could accommodate it.

If you buy it, it's your drum and you can do a whatever you want. I personally wouldn't drill it, and I suspect from your comment it appears you're not 100% confident drilling would be a good idea. Not sure of the size of the drum, but if it's a 14x22 Superclassic, there were many WFL and '60s Ludwigs sets made in white marine pearl with a rail mount and cymbal stand bracket, not to mention drilled spurs, either telescoping it folding. If it were me, I would probably keep looking until I found what I wanted, which in my case ended up being a 1961/1962 3 piece Ludwig Superclassic 13/16/22 set in WMP.. But then, you're not me.
