I have noticed a lot of ludwig bass drums lately on ebay with 2 sets of bass drum spurs!! john bonhams natural maple kit had them!! and yes they where factory on a lot of them!!

Slingerland did the same thing in the 70's. I have a 24" slingerland bass from the early 70's Super Rock kit that had 2 sets of spurs.
Check out page 69 of the BII bio. That shot of the 3 shipboard drummers shows a small bass with twin spurs.
Ludwig also did it with the large curved spurs on the 16" depth "power" pass drums. More stability. Plain and simple.
Yep...the last set of Luds I sold had them, factory. It was that Power Pass 16x24 monster, with the thick, heavy spurs, not the thin, spindly ones.

I had a ludwig blue olive badge natural maple bass drum with two set of spurs also, it was a 20x20 1970 model
