I hate to say it, but putting that thing back to stock will cost more in parts than what a complete drum would cost.
Leedy and Ludwig was the brand that the parent company, Conn, created because their two separate brands, Leedy Drums and Ludwig Drums were not doing well. So they atempted to save their drum buisness by combining the two into one. It didn't work and they ended up selling the Leedy brand to Slingerland and the Ludwig brand back to the Ludwig family so they could once again use the Ludwig name instead of WFL after a few short years of the Leedy and Ludwig brand.
Long way of saying, they weren't made that long and don't generally bring a lot of money.
All of the parts on that drum are Leedy parts so base your searches on Leedy and you will have better luck.
The strainer is hard to find and pretty pricey when you do find them. This seller is crazy on his price, but this is the strainer for that drum

Leedy lugs shouldn't be that hard to find on ebay, although you are looking for the ones without the "foot" on the top side. They take standard tension rods, so modern replacements will work.
The Muffler is probably the same Dodd strainer that Slingerland used since the late 30's so shouldn't be too hard to find.
If it were me, I would find some Leedy lugs and aftermarket rods.
As far as the strainer, I would buy a Inde SB1 strainer and a Universal butt plate.

The butt plate has adjustable hole spacing and will bolt right on.
The strainer also has adjustable hole spacing but only goes up to 2 1/2" so you would either need to drill the shell for a hole for the top bolt of the strainer, or to avoid any extra holes, make a T shaped adapter that will bolt into the two top holes. The bottom of the T would allow you to mount the top strainer mounting screw where it needs to be with no extra holes on the shell. Some spacers would be necessary but this should get the drum functional. The Inde strainer and butt are really nice too. In all honesty, the Inde strainer will work better than the original.
This would allow you to use the drum and if you ever find the correct strainer, assuming you didn't drill an extra strainer hole, you could pull the Inde strainer off and bolt on the correct strainer and you would be in good shape with no mods to the shell.
