Manny, what is that blue spot on the snare?

Sorry for the delayed response. So the previous owner had used some type of felt across the snare batter head to act as damper - much like you would for a bass drum. They did the same also for the floor tom. Hopefully that explains the strange colored items previous owner used. The snare was a piece of black felt and floor tom some very 60's dish towel type thing.
