That appears to be the "computerized" wrap that Ludwig used for their Psych Red re-issue kits that they did around the year 2000. That wrap was also available briefly from either Precision or Jammin' Sam (maybe both). I don't recall if Ludwig was still making bongos at the time so they MIGHT be a factory finish. They could just as easily be rewraps. What they definitely aren't is original Psychedelic Red bongos from the late 60's or early 70's.

I can speak to these, cause they're mine. The rewrap was done by Jack Lawton, and is the reissued Psychedelic Red Ludwig wrap.
