Not sure about the Danmar part. But the clamp arm looks like a old one that came on one of my MIJ snare drums. It clamped to the snare stand and the other end held a straight bar for a little cymbal. Yours might be better quality maybe W&A? Just a WAG here until someone can tell ya for real. LOL.

The metal flange in pic four is missing the metal bracket and wing nut/bolt that attaches it to a bass drum hoop. One it is clamped in place, the longer piece attaches to the upright tube on one side and an accessory can attach to the far side.

You are all wrong,That is a cooling pump bracket that was used in a reactor on the 637 class submarines.I installed many of them. Damn that thing should be glowing!!
