Hayman "Knuckle Crusher" double tom mount with tom brackets for sale.

One tom arm missing, two mounting bolts for rail incorrect, nuts may be incorrect, too.

Edit: After examining the mount, I've just noticed the bottom section of the upright post has

been modified so that it cannot be removed from the rail. Reducing price. $65.00 plus shipping.
