I think this is for mounting a cow bell on the side panel of your car. (need more cow bell), you can never get enough cow bell. lol. I think your right. if it,s cast metal it maybe the first of them after the steel ones from the 40,s 50,s maybe late 50,s.

Your correct it is a Leddy/ Ludwig Ludwig/ clamp on tom mount.

It's dull looking metal and heavy. I am assuming cast.
