The finish work looks more utilitarian/industrial like I have seen on eastern European drums.

I wonder what the hoops and lugs are made of,those hoops are very tall and thick,if they are steel or zinc I bet they weigh a ton,probably a lot less if aluminum.

I don't think it's eastern european. I've never seen such lugs, throwoff and hoops on any easterno european drum, and i've seen my share of those.

does sort of look like a 5x13 bison except for the lug is different, bison's are black. similar design though.
