You know - perhaps this is obvious, but that drum would look great if the shell was painted. Anyone looking for a nice 60s Luddy snare - this would be a great candidate. If I were in the market for one of those.......

Looks like paint peeling off. The guy says that there's grey paint on some of the lugs. If somebody painted over the chrome with no prep work it might not look too bad with the paint stripped and cleaned up.
