Is it a marching bass drum or does it have hardware for use on a kit?

It has the arch legs and thats it.
It's a rare-bird alright. Add Red Sparkle Jazzfest, a 12"x8" & 14"x14" toms and you'll have one mother of a Bop kit!
Lucky find! Not many of those around. Assigning value is hard because there are so few of them to compare it to. It'll fetch whatever someone is willing to pay for it. Depends on how bad they want it and how many people want it.
Build a Bop-kit around it!

She may have high value cause that's a Jazzette sized bass and in great condition.
