I'm sorry I should have been more descriptive.
This is the Victory Model WFL Snare drum. It use's reverse tension to tighten the heads. The lugs actually screw into the shell and directly into the top and bottom hoops to act as counter resistance for the drum heads.
What looks like the "single tension pegs" are actually tension rods entering the shell horizontally.

From my limited knowledge of WFL Victory drums I gather that truly original Victory drums can't use modern drum heads. And in order to achieve a modern fit you have to file down both edges of the wooden "bows" in picture 2.
Of course I have no idea if that's true, but it would certainly explain why I can't get modern heads on this puppy.
