What is the deal with that? Does that put it in a certain time period?

I have 1 set of snare wires with that on them...and they look identical to 3 other Prem sets of wires I have..but those don't say N E on them...

The period between World War I and the start of World War II is often referred to in British drama and literature as "the New Era". It was a period of profound social change akin to our "Roaring '20's".
Many Premier hardware pieces have the words "New Era" cast into them although I don't know for certain if it refers to that same specific time period as far as our ability to determine their dates of manufacture. Almost certain I've seen "New Era" used in at least one other British drum maker's catalogs as well.

I believe that " New Era " drums in the 60's were student level , and apparently any hardware , etc. that was used for that line had New Era stamped on it .

Yes, New Era was Premiers student / school range.
