Iíve seen the issue on both drums. Just a bad lug design. Both ends are being pulled on and it begins to twist.
You could always install single offset lugs.

Yes! I remember that snare and used to own one myself. Guitar Center had them on sale at one point back then for $50.

I used to have a Black EX kit like the one catalog page pictured. Now I have the one with the RIMS mounts and matching wood snare drum. I was calling these lugs, pillsbury dough boy lugs cuz it looks...

Great looking bass drum. Love that peacock pearl. Makes me want to start on an old Ď20ís Ludwig bass drum I have to get putting together. Mines a Ludwigold that was painted white.

I have a Ď67 Downbeat pictured in a couple different variations. Iíve added a 16Ē floor tom/ non Ludwig but painted the inside to match. One using a marching snare drum and one with a Buddy Rich...

Why not try some foam pipe insulator? You can cut it the length you need and slip or wrap it over the ends of the stand dinguses.

I believe those can be found under Ludwig L1232.
Iíve seen a set at Sweetwater.
Not sure if these are the type youíd need.
