Yes. That's a cymbal clip for a bass drum rim-mounted cymbal. In the old days, they used an attachment that fit onto the shaft of the bass drum pedal beater and then that clip would hold a cymbal that sat in the same plane as the batter head and would simultaneously strike the cymbal and bass drum. It was a kind of early predecessor to the hi-hat cymbal.
You can't really see how the clip works from this picture, but you can see the orientation of the cymbal...

So I assume it is not complete, and missing a mount? Correct?
Man they don't make things like that now days....look at how "beefy" it is! Could drive a tank over it!
Yes, it is missing the nut and bolt and felts -a la an early hi-hat clutch that would slide into one of those slots in the "comb" and then the nut and bolt would be tightened onto that clip. Most of those were almost "permanently" attached to the cymbal and so when the cymbal is gone, the "clutch" goes with it. But everything else seems to be there. It looks like it would clamp onto a bass drum rim just fine. You could easily make your own "clutch" with a nut and bolt and some cymbal felts.
