Personally I'd go for a really nice vintage Duco style finish. With that nice Silver in the middle, with a nice navy blue top and bottom. I've got solid colors down, but still trying to master that duco.

And while I'm a fan of the Buddy / Gene drum ( as well as other greats ) finishes like that are really only admired by the kit's owner and the few who actually make out the work that's on it. But it's your set of drums, so whatever you want go for it.

Depends. What do you like? Do you have an old 16 x 16 floor tom shell? Maybe have him do it up like a Revolutionary War field drum (think big honkin' American Eagle with other stuff)... maybe nose art? Flames? Perhaps send him a bass drum head and have him do a twist on Bass Drum art from the 20's... I mean the possibilities are almost endless.

What is his forte?

Your tattoos if you keep it, the buyers tattoos if you sell it.

I just recalled the only kit I've ever actually really liked that had art specific to the kit. Chad Smith's under water scene Pearl kit from the early '90s. Always liked it because it went with the bass drum head and just had a nice flow from drum to drum. Oddball you mentioning the Tattoos is what made me think of it. If I'm not mistaken the kit was based off a Tattoo Chad has. I don't think I'd want my Tattoos on a kit. I'm working on a body suit and it has a very specific flow. I don't think it would transfer to a drum kit very well. At least not as one cohesive piece.

Just thought it was a way to personalize them.

Kinda like SONOR putting your name on the badge, instead, just hold out your arm, leg, ass, neck and say...."mine"

good ideas, but I like this one the best. It really comes down to your personal style I guess.. if you want something with resale value, then a basic duco style job would probably be best. If this is something you plan to keep for yourself, then you have the luxury of being as creative as you want.
