I would imagine it should.. They still had clip mounts for toms in the 70's mounted on some diamond plate bass drum tom brackets as well as on seperate tom stands..Here's an example from vintage drum guide.com on a Vistalite kit..

If I'm following your question correctly you're asking if the combination shown below (the spade mount that fits into the strap on a diamond plate on an early 60's Ludwig tom coupled to a 70's concert tom clip bracket) will work.
As you can see the answer is "sort of". It does fit but doesn't strike me as being particularly secure.
Then again I may have misunderstood the question...
Thank you KO for your reply. You under stood my question, however my early 60's double tom mount clip is longer than the one in the picture you attached. Please see the picture I've attached. If it fits on the blade it looks like it would have more room to slide down and be more secure. What do you think?
I think you should be okay with that setup. The later versions of the clip mounts appear to be an evolution of what you have there and therefore should have the same width. With the longer tab I think the tom(s) will be more secure.
Do you have drums with the clip mount that you need to use here or are you thinking about putting clip mounts on in order to use them with this holder ? If it's the latter you might also consider putting on diamond plates instead. Nice repro plates are available from Steve Maxwell for a reasonable price.
