I take it these are a distance away and you can't actually go and see them?
IF they are mid 60s Ludwig and depending upon the price they may well be worth it. However, if the owner can't get you better pics and you can't actually go and see them, if I were you I'd let them go...
I had a similar experience last winter. I posted on our local Craigslist that I was looking for/buying vintage drums. I got a few replies, and did end up making a few minor purchases. However, one guy in particular was obviously trying to pull something. He emailed me one picture (actually worse in quality than what you have) of a set he claimed were vintage Slingerland, and wanted to know rather impatiently what I'd offer him for them. When I told him I couldn't make him an offer without seeing more/better pictures AND/OR him giving me an address so that I could inspect them, he went off and insulted me "if you REALLY know anything about vintage drums you wouldn't need any more info." Was he STUPID (or desparate?) enough to really think that I'd Paypal him the money just on the very limited info he was supplying? I don't know, but I ended up having to block his email address...
I just completed a purchase of 2+ sets from a Craigslist posting literally half-way across the country. I had the benefit of a VDF member who was willing to help out. Maybe there's a member close enough to these drums willing to do the same... I would be glad to help if they're close enough.
