I would say if you're planning to not fool with the vintage value of the drums leave them as tacked reso heads and retack calfhide or pig if you can find it. I tacked a 47 Gretsch 6x10, a 53 16" floor tom and a 14" Carlton tom with good results. Are the tacks missing? They can be hard to find.

I have lugs and a hoop all set to go if I decide to put a lugged head on my 53 Gretsch tom. I may do that in years to come - I don't know. But for now the drum is sounding good.

Sounds like you have some interesting drums there.

I'd love to see some detailed photos. If you have lots more than you'd want to post here you can email them to me.......medium sized files would be nice.

If you're going to tack them I could offer some pointers....there's not a lot of information out there - at least I couldn't find much.

My opinion is that you should re-tack the old style heads and play them that way. Sure, they will sound strange by modern standards, but that's the way they made 'em back then. But who knows how to do the job? Rob Cook, maybe?
