Is this a Made in Japan bass drum and tom? I've never seen a tom mount like this? It's a set on craigslist - the pics are blurry at best...

Looks like Ludwig drums and maybe some Rogers stands and tom mount. I see a Ludwig Acrolite snare too.

That's a Rogers Swivomatic tom mount on there. It was popular to have Rogers Swivo hardware installed back in the day, like Ringo or Keith Moon. Folks would order virgin kicks and have the Rogers hardware installed in music stores.

The drums were sold before I got there! There were only $300 - not sure if that's a good deal or not. Kind of looked like a Rocker badge on the floor tom...

$300?!!! I would have paid $200 just for the Rogers hardware if it wasn't rusty. And using the 12" tom for reference, that had to be a 24 or 26" bass, and the FT looks like a 20" although 18" is more likely. Those were great pieces for $300!
