Most likley a local custom drum.
Definitely a custom built snare drum. I've seen those star lugs before, but don't recall who offers them.

It's called an Ugly Snare by the Mistake Company. I mean, brass, two bolt tube lugs with silver, one bolt star lugs? It may sound good but, man, what a tacky design.

The star lugs were used by O.C.D.P. on a very few snare drums they i made in the late 90's....Mikey
