I could not find this badge anywhere. It is on a 12" depth x 26" diameter bass drum. Any thoughts would be great. Thanks

That is a rather unusual badge. I don't think I have ever seen one. The word "Reliance" suggests a lower line bass drum. Definitely 1929 or earlier. By 1930, it would have said "Elkhart, Ind.".
That`s not a .."badge",..it`s printed on, look at the cracking from the wood continuing into the print, even a foil sticker wouldn`t do that !!
Maybe lead paint, or silk screening !i
The photo was rather small, so I did not notice. Appears to be a decal. Similar to what they did to wood blocks.
i`m with ya on the lower line school drum. I think you`re right !!
What do you suppose that strip you can see through the vent hole is ?
That is a third reinforcement ring for the lugs. Really thin drum. As I look closer it does look like a decal. I didnt think it was because of the cracking in it.
Here are a couple more pics. unfortunately I have it torn apart. http://s1327.beta.photobucket.com/user/sethroya/media/100_3847_zpsd09859c7.jpg.html
