Any idea what kind of throw-off this is and the approximate age of the drum

Yes, appears to be a Slingerland "Rapid" strainer. The badge indicates that the drum is from somewhere between 63-69.

+1.Early Niles badge,but the grommet looks like it has a gold-ish tint,or it just may be the light.The grommet should be aluminum,so the drum may have been refinished.

Check for a P or M stamp on the interior.P for pearl,and M for maple/mahogany

Seller also says interior date stamp of Oct.64.
